Why would that bother you? There`s a thing you overlooked. It`s true that it takes the element of surprise, but in exchange it will be a proof, that the third movie is canon to the Manga story.

Actually in the 3rd movie Storm Release made an debut in the movie before Darui used it in the manga. Look at it like this;

The movie came out of the early summer of 2009 and Darui uses Storm Release in the manga of late Fall of 2009. It takes time to develop an movie especially an animated movie as well as the script and story. So they were planning on using Storm Release of 2008. It takes an manga writer about an week or 2(in advance) to make one chapter. In an interview of 2009 Kishi said he already planned the ending meaning for some time before that Kishi had already planned ahead of this current part in the story meaning he already planned on Storm Release and he probably gave the idea of Storm Release to the movie director so they can use it in the movie and the same probably goes for the other KKG in the movie.
