If its shippuden Neji, then Neji would beat Haku.

I'd say Neji.

Wave Country Sasuke was able to keep up with him through an undeveloped Sharingan, so I think a trained Byakugan would do well enough to do the job.

Neji could also strike Haku and then stop his chakra points. Plus, he can use Rotation to block Haku's attacks.

Also, nobody should say Haku speedblitzes Neji, because they both have a 4 in speed according to the databooks. I do think Haku is faster, but not by enough for him to beat Neji.

does have a blind spot.

Probably Neji. Haku has to move from mirror to mirror to attack with all the senbon, if Neji just used his rotation then Haku wouldn't have room to move.

Despite what Rock_Lee said earlier, Haku can travel at the speed of light. There is no way Neji can keep up with that.

For those of you saying he will just spam rotation, that takes a lot of chakra. I think that Neji would run out before Haku did. And Neji could not evade Haku's jutsu, if sasuke could not evade it.

But in Shippuuden, Neji wins. He has far more chakra and can probably make a rotation so large that it would exceed the boundaries of the ice mirrors and blow them apart. Plus he is faster and stronger in Shippuuden.

where have you seen haku go as fast as the speed of light

Crystal ice mirrors is a constant drain of chakra, much more than rotation

Sasuke DID evade plus Sasuke was slower back then and he didn't have sharingan fo half of the fight.
