For Killer Bee you need to beat Fragment. Or for Lars, Minato and Killer Bee just get 600,000 Storm points. For Hokage Naruto after you beat the story mode go back to the toad mountain and in the house pray at the statue and you'll get it.

1) Go to Mount Myoboku and pray at the statue inside Shima and Fukasaku's home.

2) The others are unlocked easiest through SP. Get somewhere near 680,000 and you should have all of them.

For Naruto Pray to the staue inside of the taods house
