Swamp of the Underworld can't be used since Jiraiya was killed by Kessler when he was a baby.

Additionally, his speed is listed as supersonic to hypersonic, which is faster than Jiraiya. So there's that.

It did say that in the game. I've played through it at least 5 times. he said he made the ray sphere to go back in time to further the development of the ray sphere so that it could be made in time to save the city from an evil person.

According to this handy wikia the sphere's purpose is giving powers to living beings not enabling time travel. The time travel is achieved by using his electrical powers to rip a hole in time(as little sense as that makes).

wikipedia versus what the game itself says..... I'd go with what the game said.

Kessler could probably blitz, but aside from that, he goes to when Jiraiya was getting killed by KN4 and kicks him when he's down.

again, it's his story. providing the calculations would ruin the point of the story at the time. just enjoy it for what it is.
