I doubt madara would waste time bringing back the entire clan he had killed just for a zombie army, he coulda done that with orochimaru. Maybe since each sharingan has its own special thing he'll trick sasukes out or something with his huge bank of eyes?

True it would take more then sasuke and kabuto as backup but he has 7 tailed beasts. with the power of his and sasukes sharingans i wouldnt be suprised if they used them to fight back. 7 beasts, sasuke and madaras EMS, and kabutos re-animation ability would be more then enough to put up a good fight

The story needs Madara to have an army of random foot soldiers
so the not so god-like ninjas can actually do some fighting.

If it's tailed beasts then it will be like

WE CAN'T FIGHT TAILED BEASTS! RECALL NARUTO !!!!




With random enemy foot soldiers the little dude ninja gets a fight.
