It sounds pretty cool, except I think there are way too many characters. Take out the filler ones and some of the playable characters dont have enough information about them to use in a game, such as Zetsu.

But I guess it depends on what you do in the game...

you would have every attack the character could use each defense, tailed beast, curse marks. You would fight in a 3D surrounding against and with other online players. you could fight with the keyboard or with a joystick. You would be able to fight in every movie, special, shippuden, and original location.

It would be better than the naruto ultimate ninja storm game since you would be able to use xbox360 or ps3 controllers

Well some are Yuukimaru, Sora, and Guren. Some dont have enough information on them like Danzo, Kushina, Rin, maybe even Anko, and Akatsuki Orochimaru. But I dont think Iruka or Mizuki should be in there, since they arent that great.

Is it like an adventure game with missions, or just free-style fighting?

it'd be an adventure game with missions in multiplayer story mode. then there would be a duel mode aka freestyle fighting where you could play as an existing character or create a whole new one with your personality, and there would be a level system from level 1 to 50. you could give it a kekkei genkei like sharingan, rinnegan, byakugan,ice release, wood release, kurama clan genjutsu mastery, iron sand, soma no ko(sakon of the sound four has this),Shikotsumyaku(Kimimaro of the sound five has this), or ranmaru's kekkei genkei. at level 25 on custom characters and uchiha members you would unluck mangekyo sharingan at level 25.It would be easy to level up.

Guren is cool man so is Iruka keep those man and maybe sora it would be cool to have him like as a boss with the 4 tailed happening ...

Guren and Sora could be cool, but Iruka hasnt shown much skill, he really has just been seen throwing shuriken. It wouldnt be so great to have someone throw shuriken and punch you, while the other use Rasengan or go Sage mode on you.
