Snakes are considered a summon, at least the ones in her Jutsu. Shikamaru's shadow possession isnt quick enough PTS to handle all of them flying out. For that matter, his strength lies in his ability to study an opponent first and claim victory with a plan. He has no idea what Anko is capable of, since she never showed her power in the Chunin Exams.
