Restrictions: Kabuto can't use Regen

Kabuto easily, he's got better speed feats than Dosu and regen, plus when Dosu caught Kabuto off guard, he was not fighting seriously, or at all for that matter.

Kabuto kept up with Tsunade, he should easily be able to blitz Dosu.

Also he has regen, so even if Dosu hits him with Sound Drill Kabuto can recover from whatever Dosu uses against him. Plus Kabuto got it used against him once and he vomited, after that he was pretty much fine. On the other hand, Dosu has no healing, so if Kabuto uses his Chakra Scalpel on Dosu's arms, he won't be able to do anything. OR he can simply hit him in the heart and kill him at the beginning.

Dosu has incredible speed and can dodge Kabuto's attacks and plus Tsunade isn't that good

Show me this incredible speed, Dosu got blitzed by Lee even though he had Zaku and Kin to help him. Kabuto kept up with Tsunade, so by powerscaling he should be Lee speed.

Lol at dodge Kabuto's attacks, Naruto was faster than him and didn't dodge very well, in fact he had to take an attack from Kabuto to get Rasengan him.

Tsunade easily stomps Dosu, she's faster and has a lot of power, as well as massive healing jutsu. Tsunade's not top tier but a bottom tier like Dosu can't compare to her.

Lee is a totally different story, he has way more speed than Kabuto, plus i'm talking about pre-shipp Kabuto

Kabuto is faster than Dosu by some margin.

Kabuto was testing Dosu and the others back at the 1st exam in the beginning. He was toying with them to test the Sound ninja abilities.

Lee has better feats in speed but Tsunade is sonic by powerscaling like Lee is. Kabuto kept up with her.

I'm not talking about Kabuchimaru, I'm talking about Base Kabuto when he fought against Naruto.

Also, he goes underground and stomps Dosu with that via Chakra Scalpel to the legs. I don't suppose you have a counter for that?

Gates Lee is easily faster.

But if it's Base Lee I'm inclined to believe that Kabuto and Lee are on near equal footing. Lee is sonic speed. Kabuto was able to keep up with Tsunade, who fought off Orochimaru. Orochimaru is also sonic speed.
