At the beginning, he is supposed to. So we see how he matures as the series goes on. And how he really grows up in Shippuden.

i'll admit and agree when you all say he is loud at the beginning, but even if he had gotten over that, he still hasn't got over the habit of saying the wrong things at the wrong time and thats what makes me laugh lol xD
