Well at this point, does it matter at all if they put Fake jutsus or not, i mean half of them look pretty awesome, Orochimaru's Special looks like something you'd see him use in Shippuden i think, They all look pretty good you have to admit even though some of them aren't exactly jutsus you would see the character use in the series or other games.

It's because most of the characters don't have enough screen time for an awesome enough Jutsu, such as Tenten or Ino, so they have to come up with Non-Canon Ones.

Actually it isint fake,Ino's flowers is because in a flash back of her and sakura when they were young she was showing Sakura a purple flower named Shinobi flower something like that and its Poisonous and she showed sakura how to use it and etc.. and she used the same flowers in the jutsu.

And sakuras jutsu is Inner sakura its true because when Ino got inside of sakura with inos Mind jutsu in the chunnins inner sakura got hold of ino and told her to get out and etc.
The only fake one is Orochimaru's one

yea theres alot of jutsus that are made up based on there skill set, and yea some chracters dnt even have an ultimate move in the anime so they have no choice and who wants 2 c all the same specials the have in the show and in ultimate ninja i like the change wouldnt mind seeing sum of those moves done in the anime.......

Well, It's not like they show the true potential of some the characters in the anime, so they have to 'improvise' on the ultimate jutsu. I mean, look at Sakura. She barely fought in the original series
