Kakashi stomps pretty easily, he's shown better speed than Neji has. OBD says likely supersonic, but I don't see how, and I don't know of a lot of OBD'ers who seriously believe Kakashi is in the supersonic range. He's probably sonic or transonic though, I mean sure he fought against Deva and Asura but Deva hardly fought Kakashi at close range so that's not much of a comparison, and Naruto blitzed Asura with supersonic speed yet Kakashi couldn't.

Still, Sharingan allows Kakashi to dodge all of Neji's taijutsu attacks, and Air Palm won't do crap. Lightning Clone would injure Neji quite a bit if it zapped him and I don't know if Neji has the reaction time to stop a Lightning Blade. If it hits him he won't survive.

Kakashi, even though Neji has the beiukogon, Kakashi is most likely faster, stronger, and is more experience.

I would have to say Kakashi wins this battle hands down
1. His sharingan can easily predict Neji's movement
2. He is an expert at Ninjutsu
3. He has participated in a war , that gives him a lot exp. fighting
