Crackdown vs Narutoverse
I just got Crackdown for the 360..
If you have it/played it or know of it, then good, if not, Google is your friend. Wikipedia sucks but its your friend too, live with it. All the stats of the characters are maxed out, its the entire verse plus the playable characters. All the playable characters have maxed out stats, which is 4*'s, or whatever your gonna call it. Like I said. Look it up.

I think Crackdown could take this, they have machine guns and pretty durable vehicles, but still Pain, SM Naruto, and Raikage could speedblitz and tank some things, I'm not sure.
