Collabaration
I'm not saying that Danzo is Madara, but I think they have a collabaration. Srsly, Danzou wants to be hokage so he can support the akatsuki secretly. We also have NO idea what his plans are, Jiraiya's last words to Tsunade were, be careful of the Foundation.
