But by sacrificing himself, he left Konoha in the mind-bogglingly incompetent hands of Hiruzen Sarutobi. In this way, he is by far the greatest of Konoha's many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many many MANY failings.
