only problem I can see with it is that some people don't have a lot of posts or don't post a lot in post count areas...Other than that, it is a good idea..

Any ways

-Village Councilman is all ready in use (I know). To may people will get confused on way some just have Councilmen while some have Village Councilman
-Akatsuki was rejected because there are clearly more than 11 members. Though this could be for top 11 posters `:P
-To may people could get mixed up with "Konoha Military Force" and assume that user has some type of power when they don't"

No way in hell. I will never support anything that requires a higher amount of rep than the minimal amount you start with. Rep means absolutely nothing now, it never did, but it certainly doesn't now.

Neither does post count for that matter but I'm willing to let post count slide.
