You can't have a Jonin unless they are in the War Council, or are your Co-Kage. You can have a Chunin though.

mkay still no word from most of the others. nexthokage is trying to leave his clan and Itachi-sama and Fan of Minato are staying in their clans. so we have a possible 4 we need at least 5 to be official and 7 to fight.
