I'd say Amaterasu since it can burn anything, even normal fire.

RasenShuriken is shown to be the more powerful jutsu, though it does require far more chakra.

(1) It's completed version when thrown doesn't do any lasting damage to its user, unlike Ameratsu normally does to its user ("normal" meaning "without EMS").

(2) 1 RasenShuriken is more destructive than 1 Ameratsu, if not more destructive, being shown to destroy/hollow out easily a mountain's worth of land in 1 hit (see the one that exploded after missing Deva Realm).

(3) It's been shown to accelerate through the air faster, far faster. It passed by several mountains in a second, surpassing hypersonic speed - and it's to be expected, seeing as (a) it's an S-rank jutsu not even the 4th could complete that's meant to be thrown when completed and (b) SM Naruto has the greatest strength shown in the manga, having been able to throw a 2-story rhino several hundred meters in the air (take a look at the size of the rhino - which is easily 15 meters long - and compare it with distance it was thrown), a rhino, when its weight was calced, reached a low-end estimate of a couple thousand tons.

Rasen will destroy Amy.

It will pass directly through it, and kill anything behind Amy.

You can't burn Sage chakra with MS, Amy would get ROFLSTOMPED.

The amaterasu can be cast at a distance. It will not go out until it comsumes everythng. It is completely controlable by the caster. In otherwords the caster can stop it from burning whenever they want, as they did with the 8 tail battle.

rasen-shuriken is much more powerful since it contains the rasengan which has be said over and over again to be the ultimate chakra created by the 4th and could not be brought further until Naruto finished what the fourth could not do.
So to answer your question it is Naruto's Jutsu the is more powerful.

*But* it does not mean that he could win using it against amaterasu because as I told you amaterasu can be invoked from a distance and does not need to be delievered at point blank range.

Now if you add a water toad pistol to it Naruto may win it just depends on the fight.

rasen-shuriken cause it doesnt just kill them it also severs the chakra system with tiny air needles. all amaterasu is is just catching people on fire. Plus rasen-shuriken has a major after affect

amaterasu because it doesnt extinguish until whatever its burning until its burnt to ashes unless your sasuke who can extinguish them himself and also amaterasu is fire which is strengthened by wind

I think Rasen-Shuriken would push through Ameratatsu because it has more destructive force. It would hit the Ameratatsu user with flames attached to it.

well it depends on what your define as "more powerful"
obviously Rasen-Shuriken is a more powerful concentrated jutsu
but Amaterasu causes more widespread damage.

The injuries to Rasen-Shuriken are not manageable. So far in the manga, it has connected twice. It killed Kakazu and destroyed two of the pains. You get hit with that and your dead. Saskue was able to use Orchimaru style substitution to escape Ameratatsu plus if you have sharingan you can put it out.
