New policy for Tech help forum.

Once a thread is judged to be completely answered in the tech help forum, the thread will be locked.

There is no sense in 50 people posting the answer. Question asked, if a clear and COMPLETE answer is given, locked.

This is the new policy for that area.

I think this is a good thing, only because we have people who truly know the answer to the question asked and we have people who copy other people's posts for an increased post count.

But I think this should be locked to refrain people from Spamming.
