Earl probably wins due to speedblitz, plus he can bust cities with a dark energy ball, Deva needs to use his second best attack to match that power and he won't start with it.

From using a five minute study, I say Earl wins.

He is able to summon hundreds of Akuma at a moment's notice, he also can control the Ark, and his Dark Matter explosion balls are deadly enough to take out Deva Pain unless Deva decides to use his second power to match it, which he won't likely start off the bat with.
