What is the best naruto game ever?

I want to buy one were you get to run around and do missions witch one would be good for doing that.

I want a naruto game that is a mixture of clash of the ninja 4 and the broken bond. I like to explore and level up my characters. But it would be cool to play the game through each characters eyes.
