Johan Liebert is from Monster, regarded as the greatest manga villain by far.
Makishima is from Psycho Pass.

Both are downright monsters.

They're far above Lunatics.
Makishima had two main "Puppets" with Rikako and Senguji.

Rikako has a Psycho Pass (Measures how much a Psycho one is) of 427, to compare in Episode 1 was a woman who after getting raped tried to burn herself and her PP wasn't even 200.
Meanwhile Senguji is portrayed as far worse than Rikako (Self-made pipes of human bones....)
Makishima is pulling the strings behind both and made them what they are per nothing more than Charisma.
