I say Kisame wins because he would start off to flood the arena

Deidara is not fast enough to run away so he would try to make his Clay Dragon.... BUT I DOUBT DEIDARA WOULD BE FAST ENOUGH TO DO THAT... agreed?

Deidara has ample time to go airborne, even of Kisame does flood the field

By the time Deidara goes in the air the field is flooded and a bunch of water sharks are chasing him

Even though Deidara could take to the air, I still don't think he could match up to Kisame's power and experience. Deidara can be a little over confident, so I think that could be his downfall.

Kisame can breath in water and he got the most chakra in Akatsuki.So,I think he can make a water prison, get inside it and by using that huge amount of chakra he can survive the blast.

With his samehada,any c4 come close to him will be out of chakra and useless..So,he doesn't need to go to underground.

at that kind of distance, deidara does C4. samehada will not absorb it because kisame doesnt even know whats happening. he will breath it in like nothings wrong. and then disintegrate.

Yeah but Shamada has a mind of its own, and Kisame is a grate senser ninja because of shamada, he will know what's going on and defuse C4

Kisame took on Killer Bee. Killer Bee roflstomped Sasuke. Sasuke comfortably defeated Deidara (although Deidara did blow himself up....). I don't know if you can apply A>B>C>D logic here though.

Deidara flys on his clay bird /C2 dragon and casually evades anything kisame throws at him while either disintergrating him with C0 or Nukes him with various C1 or C3.
