Vs Sasuke before he'd killed Orochimaru.

Sasuke activates Level 3 Sharingan

Neji activates byakugan.

Battle has a even mix of ninjutsu, genjutsu and taijutsu.

Sunny day in open grassy area with nearby lake.

Not neccessarily instant but still hella fast.
Naruto was in the air when Sasuke used it, former (unless defying gravity) didn't move an inch still remaining in the exact same position he was.

Anyway:
Chidori Stream was able to knock out Sai and Naruto for a good time and shredded Yamato's Mokuton.

If it hits, lights out for Neji.

Besides,
Some would argue what would happen when Electricity such as Stream hits a Rotation like the Hyuugas use.
Consider the same principle when Fire meets a Tornado a la Kakuzu except with Lightning with Neji right in the middle.

Full Body Blow gets rid of Chidori Stream quite handily. That or Neji hits a chakra point before Sasuke an use it.

It's as fast as Chidori Stream. It got Neji out of Kido's webs before he got impaled by a stick spider thread. And it broke out of the Water Prison he was trapped in, before Gai jumped into the air and got in front of Kisame.

Yamato's Mokuton is weak as hell, and Naruto not moving an inch is a total baseless assumption.

Quite an underestimated character Neji is made out to be these days.

Yeah, Neji is a Jonin of high ability, he just isn't shown enough in the show. I think Neji would give Sasuke a run for his money.
