Angel Beats. Seriously. It's got action, it's got comedy, it's got romance(more towards the latter half of the series).

Sadly, I think that's all I can think of that definitely qualify in those 3 categories.

comedy/romance - ouran highschool host club -emphasis on comedy, though whenever it has romance it certainly works

action - deadman wonderland

comedy - panty and stocking with garterbelt

Panty & Stocking with Garterbelt has all 3, but the Romance doesn't really appear until Ghost: The Phantom of Daten City (Ep. 10 I think) and B***h Girls (Ep. 12 or 13)

Kampfer it's a short series and is funny, but it dose have a male character that becomes a girl

school days did not have action in it.
I watched all 12 episodes.
I don't ever want to watch another anime like that again.

GUILTY CROWN! YOU MUST WATCH GUILTY CROWN!! It has the action and romance. Comedy? Eh..just a little. The music is just amazing!! YOU HAVE TO WATCH IT!! @_@

Ouran High School Host Club is girly, but hilarious- Its about a girl cross-dressing as a boy with a bunch of cute guys working at a high school host club.
One of my personal favorites is XXX Holic- I know what you're thinking XXX, But no just no. Its about a witch (well I guess the main character is the boy who works for her) who runs a shop that grants wishes for clients, and then collects the price. Of course the price is never money:)
If you're looking for a movie more type, then you can never go wrong with any from Studio Gibli.
Also in the movie category The Girl who Leapt Through Time. I didn't really love it while I was watch it, but its stuck with me. Keep going back and thinking about it, maybe thats just me though.
If you like horror then I highly recommend Uzamaki (Yes, I picked it up because its Narutos last name) This manga (sorry I don't know if you're only looking for anime) is crazy amazing. Its about a spirals that haunt this town which sounds dumb. Give it a chance though; its not like a bunch of little spiral running around on legs or anything. For instance some character go mad, obsessed with spirals, collect them (now think of all the places you find spirals). Another character can't stand spirals, and must avoid them at all costs, but what would she do when she discovers there a spiral in her own ear? Warning though I found this manga to be a little disturbing at times.

School Days scarred me. I was only 11 or 12 when I watched it. I was so innocent back then..
