im thinkng ppl with the will of d has or is related to the ppl from the void century
probably are strong and powerful ppl who can change the world

Freedom. Or at least the will to fight for it.

Roger was the king of pirates and was able to have to most freedom. Reaching One Piece not only grants you the "treasure" or whatever it may be, but also the title of King of Pirates, which gives you freedom. In order to fight for this and potentially reach it, you have to be a chosen one, which I assume would be someone with "D" in their name.

Just an initial guess.
