You don't remember. It was created by Nagato, Yahiko, and Konan after they left Jaraiya.

Yahiko ( Pain's body...) , Nagato ( Pain's puppetmaster, so to speak...), and Konan ( Pain/Nagato's Partner/Helper...)
But, from what I have gathered, Nagato most likely has the weight on this... `:P
