Yeah it does, and no one would have taken them, no one had and still does not have that kind of power. The Bijuu are plenty smart. They were minding their own business and you forget that if the wars hadn't started in the first place there would be no need for Naruto. and you are not understanding what I am saying, when the Uchiha lose something they love it releases a dark energy into their brains and unlocks the sharingan sending them into a despair, and the stronger the sharingan gets the more dark energy that is released into their brains, slowly making them ore evil. that is why everytime the sharingan get stronger it's because of something bad. that's why Sasuke didn't start losing his freaking mind until he got mongekyou, the same with Obito too.

No where does it say that they turn evil. They did not turn evil when HASHIRAMA was in charge. Everyone was chill until tobirama started trouble.

If there were no bijju naruto would not have kurama and able to find peace. Also tobirama did not keep peace. Some cloud nin went against te leaf. There was no solid constant peace. After all the uchiha were not peacefull with tobirama

The point is, reguarldless of what Hashirama knew, YOU know that no one else can tame bijuu, so he has no excuse. The Bijuu where not bothering anyone plain and simple they didn't even start attacking until after people started sealing them away and they found ways to get out.

Tobirama had peace, he made peace with the cloud Ginkaku and Kinakau were expelled from the village for their betrayal and the reason there was war in Tobirama's time was mostly because of his brother. If there was no war, there would be no Tobi because Obit would never nearly have died and niether would Rin so Madara would basically just be in the ground talking to himself until he died.

4-The Bijju are had to tame. What happens when Hashirama dies? They can not be kept forever. And it was a danger to their village for beast to stay in the village. Holding the bijju in one place is risky.
5-The more power the Leaf has the more enemies one would have. Just look at the current war. Tobi (akaskui) is a huge powerful threat. So great that the whole nations even with their history teamed up to fight against. The Nations at the beginning did not have anywhere near as much beef as they do now so they are more likely to team up and fight the leaf.

What were good excuses that Tobirama did for his actions?

1-It’s a big ninja world. Hashirama does not know who can and can’t tame the bijju
2-Hashirama wanted his people and the world to be safe so he needed to get the bijju before they harmed anyone
3-Hashirama wanted to share the bijju as a sign of peace. (which DID cause peace even if it was for a lil bit (it was longer peace than Tobirama had))

And look what good that dim him? Tobirama sowed the seeds of distrust. He started a massacure of his own villagers. Not only that because of him Saskue is well…. SASKUE! If it was not for Saskue the Jubbi would not have 8tail chakra.
Hashirama HAD to give out the bijju for multiple reasons

And look what good that did him? he took Bijuu that no one could tame or even thinking about and gave them to enemy, causes 4 of the biggest shinobi world wars in history because now people were getting greedy or were scared that people were going to attack them for their bijuu. Now they both had good intensions that much is true however, between the two Hashirama caused more problems with his screw up than Tobirama did.

Keeping watch over them was uneeded. It showed distrust and betrayal. Afterall the Uchiha did nothing wrong. They even ditched Madara for the leaf. They were treated differently than the other clans. No Tobirama did not say they had to stay there but he put them there for a “reason”. Making them part of the police was just an excuse. The clan did not go their on their own. It was where the police station was assigned to be. Hyuuga’s section are not on the outskirts of the village.
Hashirama took the bijju because they would be used for evil and to mantian peace.

I'm not saying that was Tobirama did was perfect, however the worst he's done at the most is keep a close eye on them I mean personal responsibilty comes in to play at some point, yes Tobirama sent them off to a corner of the village, HOWEVER, he never said in any way shape or form "you cannot come out of this corner, you cannot hang out with the rest of the villagers" They decided for whatever reason they had not to go and mingle with the rest of village. No one said the they had to stay there ALL DAY that is just where their clan lived, just like hyuuga's have their own section. Hashirama however, comepletely took the Bijuu's freedom away for absolutely no reason basically.
