Here are some tips and cheats for Ninja Council 4 (if anybody plays this anymore).
And any Reputation would be appreciated!
CHARACTER FIGHTING TIPS
General:
Hit and Run: Dash and press Y and run.
Weapon Follow Up: Press Y Y X with a weapon. This is best used with Kakashi.
Bam, bam, KO: Y Y Special. Best used specials with this:
Rotation
Lee's Support Character Move
Summoning:Blade Dance
Shikamaru's Support Character Move (sometimes)
Naruto's Helpful Moves:
Note:All characters have Hit and Run which is the most useful move in the game.
Giant Rasengan: Buy this in the Experience Shop for 3000. Awesome Level 3 Move(see Levels below)
Uzumaki Barrage: Easy to hit your opponent with and does good damage for a Level 1. Naruto starts with this move. Rub the screen for this to work.
Rasengan:Nice Level 2 move. Does good damage for a level 3. Spin the screen.
Summoning: Gamabunta: You can only use this move at a sign, and it gives Naruto a HUGE jumping boost. You can see the sign at most levels. Level 1.
Sakura's Helpful Moves
Healing: Don't know what it really is called, but it is a GREAT Support Move for Sakura. Sakura can also buy this move at the Experience Shop. Level 3.
Chaaa!: Not the best move in the game, but not the worst either. Sakura starts with this move. Level 1.
Girl Power: Sakura runs and punches. Big punch. Level 1.
Cha! Barrage: Cool move for Sakura. Buy it for 1000 as a Level 2 Attack.
Lee's Helpful Moves:
Leaf Rising Wind: Nice Level 1 move. I used this to beat Sasori! Lee starts with this move.
Primary Lotus: Buy this for 1000 at Lee's Experience Shop. Good move. I didn't buy this move, because Hidden Lotus is way better. Level 2.
Hidden Lotus: Best one of Lee's Moves. You must Spin Left and Right to make this move work. Killed True Sasori with it. Level 3.
Neji's Helpful Moves:
Byakugan: Look at the bottom screen. Here is the color code: Level 1 move.
Red:Enemy
Green:Item (leaf symbol, point boosting pills, etc.)
Yellow with Red: You can fall through this with Down+A.
Red X's: Dead Zone; instant death or fall to your death.
You will not be able to see and falling obstacles or walls. If there is a wall but on the bottom screen there isn't, hit the wall until it breaks. Look for funny cracks in the wall.
Rotation: Kills everyone on the screen (if it isn't a Boss). Level 1.
8 Trigrams Air Palm: Long Range, nice attack. Buy for 1000 as a Level 2 Attack.
8 Trigrams 64 Palms: Buy this for 3000 at the Experience Shop. Level 3.
Kakashi's Helpful Moves:
Earth Style: Fanged Persuit Jutsu: Good, not great. Does okay damage. Kakashi starts with this. Level 1.
Lightning Blade: If you have this, you probably don't need the Mangekyo Sharingan. Level 2.
Mangekyo Sharingan: Buy this for 3000 at the Experience Shop. Awesome. Instant Kill except on Bosses. Level 3.
Summoning: Pakkun: Kakashi summons Pakkun to go through the wall and push the switch. Level 1.
