Raditz evaded one for a few seconds given how fast he was and how fast the Kamehameha is that is a good number. All Victor has to do is dodge it as he moves towards Goku, if he attacks Goku then Goku has to lose the K wave or be crushed.

Never said he didn't have any regen limits but he litrally can't stop absorbing energy from the Earth giving him unlimited stamina. That's why Kazuiki had to take the fight to the lifeless moon.

He actually can, he was told to have a higher regeneration than Genshiki who can regrow his body from literally the air even after his cells are vaporized.

No I'm saying that he was hyped to be able to do so, but Kazuki cured him before they could test it. I don't use hype for debating though, Genshiki could come back from being wiped but Victor didn't show it.
