Starrk doesn't evade, simple as that. he only evaded an attack once and that was when his own Cero was sent back at him the first time.
Xanxus was able to dodge near all of Tsuna's attacks when he was at full speed.

Xanxus easily went hypersonic and was too fast for even Tsuna's hyper intuition when he hit him at the start of the fight.

You have seen it, right when the Cervello said start Xanxus wasn't even seen moving when he punched Tsuna through a wall after Reborn had shot him with the Hyper Dying Will Bullet. Which massively increases Tsuna's speed and intuition.

Then try when he was not even going full speed with his guns and flew one way then as Tsuna gets ready to follow him Xanxus appears out of no where behind Tsuna and shoots him out of the air.

Starrk doesn't usually goes all out, he often take his time in battle and this would cause his downfall.As he is fending off xanxus attacks, bester wouold sneack up and petrify him.
