Interesting scenario you pose. Isn't there some multi-universal law saying that non-omnipotent beings can't make other non-omnipotent beings omnipotent, no matter how powerful the former beings may be?

Then in that case, the Fairly Oddparentsverse is second only to universes that are capable of killing all its inhabitants before that happens, although faries themselves can do things without needing someone to wish for them if I recall correctly. Hypothetically Jorgen will destroy any opposing universe immediately at the start of the battle, so the only universes that could beat FOPverse would be ones that could destroy all life in it even more quickly than that.

Timmy get's blitzed by about 98% of Fiction before he can make that Wish.

Also:

"No using Magic to win a Competition".

If Timmy wishes for it he reveals the Fairies.
"When a child reveals the existence of their fairy/fairies, all witnesses and the child have their memories wiped and all magic items they have come in contact with disappear. "

"The godkid cannot wish to have fairy-like magic (according to the Kraft macaroni and cheese commercial). "

Remember how Crocker was attempting to do the same?
Best he could do was turn into a Mini Galactus after taking a bite from the Magic Muffin.

Ah damn. Saw this last night but Vivi beat me to the punch.

Da Rules state no using magic to win a competition, or to hurt people. Enhancing his strength and whatnot is fine, but when he uses it to hurt people, it fades.

Meaning that it's pretty much impossible for him to beat anyone.
