to be honest i dont think it has been on tv here but i cant be sure cus i dont watch any of the cartoon channels

Naruto was on CN for a while, but they never seemed to progress passed the Chunin exam arc. Then it moved to Jetix where it still didn't progress far.
After Jetix was replaced DXD Naruto went with it. So currently Naruto is not airred anywhere in Europe, not that I know of now. Also Naruto Shippuden isn't airred here either, only way to obtain and watch Naruto and Naruto Shippuden episodes n Europe is to buy the DVDs, as Manga Entertainment licensed both for DVD here in the UK.
As for will it ever happen? Doubtful. If it was to happen it would of done, as DXD UK would of followed the US model and obtained a license, but seeing as Naruto and anime in general isn't all that popular her in the UK as in the US. There isn't demand for it.

didn't they say that Naruto was the number 1 selling manga in Europe? shouldn't they have it on tv there?

Maybe it is, but it doesn't sell in the number that it does in the US. The EU fan base for manga is only about 10% of that in the US.
Anime and Manga in the US is more "Mainstream", here its rather obscure and a niche market, so there is no real TV demand for as the rating just won't be there. Only way do it is via DVD releases.
