The Mist, when it was still known as the Hidden Blood Mist Village.

Hidden Sound. Even though it was technically a myth the shinobi who were part of it were cruel and evil. And it was all part of Orochimaru's plot to take over Sasuke's body after training him

I really don't have one. But if I had to choose one I would choose the Mist Village.

The Cloud Village. I think some of them are just jerks. Karui was beating down Naruto and A's a bit thickheaded. Kinkaku and Ginkaku make the village more interesting, but they're still criminals who tried to kill their own Kage, during a peace conference no less. Then there's the whole Hyuga incident in which the Could Village tried to obtain a Byakugan because their head ninja was killed when, in actuality, he was killed in the process of trying to kidnap Hinata.

Edit: Oh, I forgot about the Sound Village. Yeah, that one's definitely my least favorite. It was created by Orochimaru and used to attack villages or kidnap/kill people. It's not around anymore and that's a good thing.
