Is Fuen male or female? The Naruto wiki states female, but why Vic?

I could understand if it was one of those feminine sounding voice actors, but Vic sounds like a damn dude.

Naruto is voiced by a girl, Mommy that happens all the time.

Haku sounded like a Girl but turned out to be a guy.

But, Naruto sounds like a boy.

Haku looked like a girl, which explained his feminine voice.

Fuen looks like a woman, but has a man voice. o.o
