Ebisu, He's considered special Jonin and Iruka's a chunin(I like Iruka better).
Though Iruka's been pulling out all the stops against his opponents.
Where he doesn't make physical wise he makes up with his intelligence.

Edit: Alright checked the chapter, Iruka hasn't shown anything. Going by hype though Ebisu wins due to his higher rank.

Ebisu tanks a Pain kick to the throat and does it casually, Iruka barely survives a Shuriken to his back granted it was a big one.

Ebisu out ranks Iruka as well, therefore Iruka dies.

Rank is meaning less because Tsunade is hokage and all of Orochimaru, Pain, Jirayia, Sage naruto, etc etc can beat her.

That only applies to a few exceptions. The people you mentioned are S rank and both Jiraiya and Orochimaru were considered for hokage at some point. Naruto's the main character...

Besides Tsunade got picked for other reasons too not just her power.
