Yes they are, but according to kazzy and her rules everyone must have a partner to take missions with.

Yes, Witches are allowed to request Missions, but they must have a person accompany them, even if it is another Witch.

Missions are how u make them. The point of missions is too give a full detailed story about what your doing. It's role playing. Additionally witches would be in missions at a higher level of meister. 1 star meisters wouldn't qualify for a mission including a witch as a possible opponent

How well you role-play is what decides your pass/failure

I think he's saying a Meister and Weapon won't come across a witch in the actual mission details until they are level 2.
