Well in episode 101 when the ichiraku guys saw what was under his mask they were all like "WOAH THAT'S BEAUTIFUL" So it has to be the perfect face

Obviously, it's no mask at all. It's actually a freak second layer of blue skin, that he can eat and breathe through... Oh, and he keeps it on all the time so no one figures out he's actually Tobi :D
