Kurotsuchi wins.

Lava Release: Quicklime Congealing Technique followed by Water Release: Water Trumpet can easily immobilize Hidan the same way it did Kabuto. Hidan isn't as agile as Kabuto is, anyways. After that, Kurotsuchi can simply take Hidan's own scythe or his other weapons and decapitate him.

Which one is she again, maybe I'm thinking of the wrong person.She's Onoki's granddaughter, one of his bodyguards during the Five Kage Meeting. She fought Kabuto on the Turtle Island and immobilized him. If you're thinking of the big guy, that's Akatsuki, not Kurotsuchi. He has the Earth Golem and can use Earth Clones.

If thats the one then she wins, I'd wager.
Cement him to the spot and then he can't do much, though if he happens to avoid it then it may be trouble. one drop of blood and its over

Yeah, the one with Cement no Jutsu. Even if Hidan gets her blood, she still has time to cement him before he does anything. If she cements him, which she can and probably will, she wins.
