First one eliminates an infinite amount of the other character wins.

I will answer in the most simple way possible.
If you divide infinite Vegata by infinite Goku you get zero.

It depends, are they all able to transform into the different levels of Super Saiyan? If so, this fight could go on for a loooong time.

I'm gonna write a quick story so that I can make what I'm about to type true.
Once upon a time there was a guy named (random name) Jimmy. Jimmy had the ability to travel in between multiverses. He also had the power to transform anything relating to being infinite, to a finite number. He is able to do this without actually traveling to other Universes. One day he was notified of a battle of infinite characters going on, Infinite Goku vs Infinite Vegeta. He reduced Infinite to a finite number by using his Multiverse/Infinite ability. Now the fight will actually end. He also has the ability to bring the fight down to any scale he would like. He changes the infinite number, to a finite number, number "One." Now the two fight, Goku and Vegeta, and one wins.
Relying on the Multiverse Theory: Now that I said that, a Universe exists in which that did happen, therefore it is now 1 Goku vs 1 Vegeta and there is no possible way to debate against it because it did happen.
Unless you want to debate the multiverse theory.
Case closed. Now it's Goku vs Vegeta.

This battle is really easy if we think about ergodic hypothesis. It states that a system examined over a set length of time is equivalent to many equivalent systems examined a short period of time. IN this case we have infinite system, but that matters little.
We can assume that each of this infinite battles happen concurrently. Thus, using standard battleground rules, we assume that one side always wins. Apparently there are no probabilities in here. I guess Goku beats Vageta; therefore, the inifinte Goku's win as well. Perhaps we can build in some variation by including length of battle. This means this fight is over when the slowest battle finishes.
