the very beginning of the series.

Scenerio 2) Yusuke at the end of the series. Current Naruto.

But I still think he was stronger he was jumping from cliffs and off of buildings at ease. Yusuke couldn't do that till close to the end of his series.

Actually, Naruto had clones at the beginning. If Naruto uses them, he may have a chance. But all Yusuke has to do is find the correct one, and Yusuke had pretty damn good endurance back then.
