Has Kabuto truly surpassed Orochimaru? I mean we never saw oro at his best, this is someone that was said to have mastered many forbidden justu and we only saw 3, and I mean post arm sealing he still managed to hold his own against the other sannin and 4 tailed kyuubi Naruto, and Sasuke even admitted their battle might have been different if oro wasn't sick.

I think Kabuto has surpassed Orochimaru but we will not know until we see him fight.

oh sorry in 363 Karin says sasuke the man who beat orochimaru is a weakling after Deidara died and they found him injured and sasuke said something to the effect that oro was already weak

In the manga it seemed like it was more of a statement of humbleness. I supposed it could go either way..... though sasuke admitted that neither he nor orochimaru could kill itachi unless they fused. So there really is no way to tell who was stronger. However we do know that sasuke is better at genjustsu than Orochimaru.

Oro might have even mastered Izanagi, all he needed was the Sharingan :)

He seriously has much more info than Madara, he might have had everything except the Sharingan, Izanagi is said to be on his list of Forbidden Knowledge.

I believe Kabuto has surpassed Oro. He claimed to have mastered Impure World Resurrection to a degree even higher than them(Tobirama Senju and Orochimaru).
