Her best chance is to isolate Gaara from the potential sand source.

While she has the advantage of using multiple paper tags in diversionary tactic maneuvering, Deidara's C1 had more punch I think.

Also as an example, Gaara can easy use the sand around konan's feet at the start of the match and mke a sand burial on konan before she can even react. Also Gaara, in my opinion also has the advantage with the wet sand. Due to its packing ability and heaviness of it, he can make it get on konan and stop her from turning into paper.

If Gaara can avoid Deidara's bombs he can avoid Konan's easily, and just cover here i sand or toss her into the ocean.

Gaara should win this one. The location itself gives Gaara an advantage. Paper bombs can easily be avoided by manuevering away from them or having a strong defensive barrier, which that will be the sand in Gaara's case.

Even with perp Gaara should take this with ease. Konan bombs were regular run of the mill paper bombs. There is nothing to suggest she can penetrate his "absolute" defence

Paper bombs can be easily avoided, like in his fight with Deidara.

With such a large source of sand at hand, he should be able to immobilize Konan if she use's paper form.

He could crush her most likely.

I would hate to merely repeat what everyone else has said, but oh well.

Konan has a very limited move set. She has levitation/flight, Paper Weapons (like shuriken and kunai), Paper Clones, and Paper Bombs. To say Konan would lose is to say no matter which move she uses, there is a greater chance that Gaara would win than Konan. So, the best way to prove who would win is to go through each of Konan's move and how Gaara could effectively block them.

1. Levitation/Flight. Gaara has the same type of technique, so really it won't help Konan. If she tries to gain higher ground, Gaara just rises higher with his sand, and if she goes lower, then Gaara now has the high ground.

2. Paper weapons. As far as we know, they aren't as sharp as regular weapons unless enhanced in some way (i.e. When Nagato used Gale Palm on Konan's Paper Shuriken and such) so Gaara's sand can block all of Konan's weapons and prevent Gaara from taking damage. Even if she attacks from all directions, Gaara's sand can create a shield around himself that can keep the paper weapons from hurting him.

3. Paper Clones. Since Gaara can defend from all directions, Paper Clones have little tactical use. In fact, Gaara could use his quite fast sand to surround and crush any Paper Clones Konan creates.

4. Last but not least, Paper Bombs. Konan's Paper Bombs don't have that much explosive force unless used in large numbers. Gaara's sand can block the Paper Bombs, and out-maneuver the Paper Bombs to attack Konan. Without preparation, Konan can't use many of them.

In my opinion, under normal circumstances Gaara could still possibly win. However, with a beach, he can use the source of Sand to completely encompass and crush Konan. With knowledge, Gaara knows about the Paper Bombs, and In Character, he wouldn't let a single one past Konan. In character means he could retain knowledge from his fight with Deidara, and he knows how that turned out. He would prevent any paper from getting close to him because any one could be a Paper Bomb. Konan could try and fire them all from one direction and focus Gaara's attention just on that while she circled around and tried to flank him, but Gaara could anticipate this and react more quickly to an attack from the back or side. The thing is, Gaara's attack is similar to Konan in fully surrounding the opponent and then obliterating them. With a large source of sand nearby and speed somewhat superior to Konan's, he can block Konan's attacks while at the same time using his own attacks to reduce Konan's options until he inevitably wins. If Konan had preparation for her Paper Bombs, and they weren't on a beach, Konan would win. Konan, by hype, can create 10 minutes of non-stop explosions with 5 billion Paper Bombs. Even though Gaara has a good defense, it can't hold under intense, continuous pressure. His sand defense would eventually get blown to bits, and he would go with it. However, that's not the case here.

Gaara would win.

Edit: Oh, and I may have neglected to mention this, but Gaara can also dodge Konan's attacks if necessary. Gaara's sand has superior speed, and superior speed isn't even necessary to dodge an attack. Basically, Gaara can levitate himself and use the sand to move around and avoid damage.

Konans screwed. The power of her explosions are nothing compared to Deidaras, so paper bombs arent going to break the defense.

Ahh dunno. I just can't believe that Konan doesn't have any chance to win this even though she would've killed Madara if Madara wouldn't have used Izanagi
