I heard that lars is in all the versions of the game regardless of if you pre-order the game or not....
to answer your question yes you should get whatever you were supposed to get if you pre-order it now.

Welcome :D. The only bounus you get is to play with Minato Namikaze from the beginning of the game.

That's only if you get the European Collector's Edition.

ALL characters will be available in ALL the versions of the game.
However, those who purchase the Collectors Edition will gain access to Minato from the get go, by redeeming the code that comes in the Collectors Edition pack.

Except Oraito needs to add that the Collector's Edition is in Europe only or we'll keep seeing "How/when can I get the Collector's Edition" questions from US players

That has nothing to do with this topic though. :P

If you want to know how to get the Collectors Edition, even if you're not in Europe:

1. Do you have a PS3?

2. If you do, search for the Collectors Edition for pre-order on any website

3. Once you find it, order it.

4. Done.


P.S.

That won't work with 360 owners because the 360 is not region free.
Which means you'll either have to have a European 360 console, or you won't be able to play it.
