I don't think it'd be possible. He could maybe do a short story of fan work, but I don't think he could incorporate it into the main plot.

Authors tend to have the biggest plot ideas and character ideas down before the story even starts. It appears that Kishi had the idea for Itachi's past hundreds of chapters before it ever happened. So he couldn't include fan work that conflicted with character's personalities or upcoming plot developements that might afect the story later on.

It would take just as long if not longer to read and act on any valid suggestions, Its not something an author cant just do.

If he were looking for suggestions on a certain thing in the story, I myself would ask my friends for advice on a particular stump.

Honestly, I want Madara to do 'U Cant Touch Dis' in his fight against Naruto, being all phazie and whatnot. Only my suggestion, I just happen to like that song is all :I
