The only way to tell the difference between people with such close speed is by having calcs, and that's assuming that they're even correct.

But, I'll answer with an estimate.

A is faster than Bee. Unless you count Bijuu then I'd say that A wins in speed undisputed between the two.

Minato is actually not that fast. A is for sure faster than Minato just due to the fact that most of his speed is Hiraishin.

Kakuzu is Supersonic or lower I think. IRC he may be less. I don't really remember. But either way, Kisame is much faster.

I actually believe that A is faster than Bee for the most part.
Base A is faster than Bee until maybe like 3-tailed cloak.

Once A goes Raiton 2 thou, I think he's probably faster than all of Bee's forms, thou maybe 7 Tails Version 2 is the same speed....

to gauge Kakuzu's speed, Kakashi's speed must be gauged fist, albeit it is also possible that Kakashi has gotten faster since his fight with Kakazu has well, and this is supported by Kakashi's general improments in feats, although it could be just more panel time as well

A is faster than Bee, even in tails form i think. Minato base is faster than A base, but electric A is faster than Minato. But FTG Minato is faster than electric A. Kisame is faster than kakuzu

Kisame had the reactions and reflexes superior to Kakuzu's to keep up with Killerbee along with Ponta who were trying to use a 3 pronged attack.

Kisamehada's movement in the water >>>>> Kakuzu's land movement speed.
