Well, first of all...
I think CC2 gave us an AMAZING amount of stages to play in. Seriously, I never expected such a large variety of stages to choose from.
All of them look incredible. Authentic hand-painted textures and the likes. Very accurate to the source, very appealing color wise. I love it. ^_^
And yeah, 23 stages is more than I could ask for.
Heck, they even gave us Mount Myōboku.
I'm guessing we might get an additional stage or two, but even if we won't... that's a pretty damn good selection of stages.

........I just hope that this is enough stages to fill in the story. I wonder why the Valley of the End is a stage in the game.

23 stages is more than enough to fill in the story. ^_^
And yeah, I've been wondering the same.
They kept the Vally of the End stage from Storm 1.
First I thought they kept all the stages from Storm 1, but a few are missing. However, there's a possibility that we'll get them through DLC.
I'm actually pretty sure we will.
They're already complete, work wise. CC2 can make some fine income out of them if they release them all later on as DLC.

Its been said that there might not be any DLC for this game(that everything will be unlockables) but I would'nt put it into consideration.

That's all rumors.
DLC = Money.
Every gaming company's into money. ;)
We'll definitely get some DLC. Even if it's minor stuff, like alternate outfits, extra stage or a low rated playable character.
I'd say there's still a lot of room for possibilities when it comes to that. :)

A lot of stages though(they should have added the Land of Lightning as a Stage).

Land of lightning, ehh, I think they're just putting stages from what have been shown already that have been fought on.

Yep. We might be getting 30 stages in total. Anything is possible. Maybe even 50 stages.
What I do know though, is that there's always room for DLC. ;)

Yeah if were luckly we can get Akatsuki Sasuke without the cloak and Sage Naruto without the robe(although I think he might remove his cloak in his Awakening Mode).

Anyways... I just double checked. It seems we got all the stages from Storm 1 except for 3.
Chunin Exams Preliminary Stage (my second favorite stage from UNS)
Chunin Exams Finals Stage (my favorite stage from UNS)
Top of Lookout Tower
I believe those will be released as DLC. Probably free of charge as well.
