Jiraiya because of his SM and all the other abilities. Tsunade may have strength, but she probably wouldn't be able to hit him, especially if he went SM and then he'd have strength probably equal to hers if not greater.

jiraiya. he has sage mode and can summon a lot of toads. tsunade has her medical ninjutsu and katsuyu but i don't think that'll be enough to defeat jiraiya

back then tsunade was afraid from blood kabuto made her bleed with medical jutsu and since tsunade was afraid of blood she couldnt move out of fear and naruto not being afraid of blood was able to fight kabuto
