Does Minato have any feats to suggest he's capable of reading?

Not that I know of.
But since he is able to write his seals on people, we can assume he knows how to write at least.

He doesn't write those though, he just puts his hand somewhere and a seal magically appears.

I should probably point out that in Kushina's flashbacks during her conversation with Naruto, you see Minato in the ninja academy as well as herself. Considering that they both graduated (which requires a written test), I am sure Minato can read and write.

However, it says in the character databooks that Minato did graduate from the academy at the age of ten. Therefore, he did have to take a written test to pass, and that should be enough to say he has the ability to read and write.
