How powerful is "The Composer"/Josh Kiryu?

Feats:
Created the Shibuya UG which was made after his Ideals and Designs.
UG: a Game where the Composer sends the Souls of Dead People to a Game to win a second chance at Life.
Everyone and Everything is going after his Rules.Don't follow them and you face Erasure of your entire Existance.
The Soul's that play for their second chance are being issued a fee to take part in it.
ETC: Shiki's Fee was her looks,Rhyme's her love for her Brother,3rd Chapter Neku's Fee was the Fate of all Players.

Some Manipulation:
The Composer took Neku's Memory in Part 1 so perhaps Memory Manipulation?
The Red Skull Pin's were made after the Player Pin's and everyone in the RG (The Real World) and UG that wore them became a Mindless Puppet.
Also the Player Pin's he created allow to read Minds.

When Minamimoto used his i Flare he transported himself to a parallel Universe.

Also when Rhyme was erased her Soul was transformed into a Pin and thus became a Noise.


RG Feats:
Effortlessly froze Bullets in Mid-Air ( A la Matrix) his Powers though were weakened due to his Game with Megumi.

So question:
What to use IF in a Fight to use Feats for?
UG,RG or both?

It reminds me of the Matrix which sometimes confuses me a bit so sorry.

It was hard to tell how strong Joshua was since you only got to see a few feats and it is difficult to judge how strong TWEWYverse as a whole is.

Joshua is a pretty powerful character, but it's hard to tell what the extent is. Through powerscaling and all of the hints of what he had to do to make all of that possible, he is definitely pretty powerful though.
