Kiba's spinning uses way more force than any of Neji's rotations. And Neji can't just go 361 palming a giant double headed dog right after using up so much chakra defending against Wolf Fang Over Fang. And if they split, Akamaru could interrupt Neji's attack. I don't think you can poke very well if you've been bitten by a ninja dog.

In the end, I think Neji would win. Then again, we haven't really seen new jutsu by Kiba, just variations of the fang over fang. I pick Neji.
